PPSW
(Pusat Penembangan Sumberdaya Wanita) or the Center for Women's Resources
Development, based in Jakarta, was founded in 1986, became a foundation in 1988
and was transformed into an association in 2002, working towards women empowerment.
PPSW works in a wide range of development fields, such as economic and social
development, support to migrant workers, reproductive health and education. PPSW
original objective in the economic development field was to involve women in the
national development
process by creating self-help groups (SHG) to whom were provided small
loans and saving facilities. PPSW also
wanted to increase women social status by giving women a greater
control over their household's resources.
PPSW uses a cooperative model to encourage the empowerment of poor women groups. The cooperative model was selected as it holds economic and social principles that include empowerment aspects.
Before setting up cooperatives, PPSW facilitate the formation of informal self-help groups, based on savings mobilisation. Each group commits to a certain amount of regular savings, decides how to manage it and agrees on internal bylaws. The group starts with saving mobilisation, for a minimum period of three months, before accessing credit (with first a multiple of 3 to the amount of savings mobilised, then a second loan can be accessed for a multiple of 4, then 5, etc.). At the end of the year, any profit is shared amongst members. Some groups have been recognised as primary cooperatives.
PPSW established a secondary cooperative in 2001, called KOPPERTI, to serve primary cooperatives (formed by smaller groups) in accessing larger amounts of funds. PPSW lends to KOPPERTI for onlending to individual members or cooperative members. PPSW also provides loans directly to individual members, on soft terms for consumption purposes, on commercial terms for business purposes.
PPSW is operating in more than 50 villages in the poor areas of ten provinces including Aceh, Jakarta, West Java, Central Java, Riau, West Kalimantan, East Nusaenggara and North Mollucas.
As of June 2004, 400 women self-help groups have been established, 30 legal primary cooperatives, and one legal secondary cooperative.
